Block parties are a great way to meet the neighbours. I organized one for the first time last year for the Kitsilano Carfree Days.
I had to get 50% of the people on the block to sign a form from the City saying they approved.
I kept it pretty low-key and allowed things to happen - e.g. some people wanted to have a yard sale - so that happened fairly early.
I did a craft (balloon lanterns) with kids
and someone set up a street hockey game.
Mainly we ate and drank and chatted. It was great fun!

We'll do it again -2600 Block West Fifth this year - June 20.

The latin community in BC is organizing a festival for June 5 "El carnaval del Sol"
and since I live Kits and i love it too! We were hoping to close the street as well.
But I am not sure if it is to close to your date, or if you think that there is any other area where we can have it as well??
